On July 19, 2020, Lin Ningbo, the Secretary General of Hainan International Arbitration Court (“HIAC”), Ni Wei, the President of Sanya Branch of Hainan International Arbitration Court, and Zhang Binbin, the First-Class Secretary of General Office of Hainan International Arbitration Court, visited ZhongYin Law Firm for survey and exchange and to seek strategic development together with ZhongYin. Accompanied by the Management Committee Chairman Chen Yongxue, the Management Committee Members Wu Zetao, Liu Xiaoyu, Zheng Songzhe and Zheng Wei, and the Operation Director Fu Tingting of ZhongYin Law Firm, the visiting leaders took a tour in ZhongYin and participated in an exchange meeting which was hosted by Wu Zetao.

Chen Yongxue, the Management Committee Chairman of ZhongYin Law Firm, first extended a warm welcome to the leaders from Hainan International Arbitration Court, and introduced the operation of ZhongYin Law Firm to them. At the meeting, the Secretary General Lin Ningbo pointed out that: Hainan International Arbitration Court is based in Hainan and faces the whole China; after years of exploration, it has grown remarkably. Hainan International Arbitration Court is an institution specializing in resolving civil and commercial disputes. It has accumulated rich experience in case management. It currently employs 664 arbitrators, including about 220 overseas mediators distributed to more than 40 countries and regions. Hainan International Arbitration Court has established a corporate governance structure led by a board of directors, with overseas directors accounting for one third, and with the most internationalized management team in China. Whether there is a sound and complete dispute mediation and arbitration mechanism, is an important standard for overseas business entities to assess local business environment. International commercial arbitration, mediation, and litigation are the three parallel engines in resolving commercial disputes. In China, at this stage, commercial disputes are still resolved mainly through litigation, and there is still a certain gap, compared with the development level of international arbitration. On June 1, 2020, Hainan International Arbitration Court established an International Mediation Center to ensure that mediation, arbitration, and litigation are closely connected and efficient. The establishment of the center is an important measure for Hainan to implement the Guiding Opinions of the CPC Central Committee and the State Council on Supporting Hainan's in Comprehensively Deepening of Reform and Opening-up, and will greatly boost international investors’ confidence in investment and help Hainan create a free trade port with the international and convenient business environment under the rule of law.

The Secretary General, Lin Ningbo stated that: the establishment and improvement of a commercial arbitration system is crucial to the construction of Hainan Free Trade Port; Hainan International Arbitration Court is committed to, by relying on the free trade port development policy, continuously deepening the reform of the mechanism, looking for the development direction in line with the arbitration rules, and strengthening the construction of international arbitration team, building a better international arbitration service platform, and attracting more professional legal talents to join ZhongYin. ZhongYin Law Firm has practiced in the field of financial and securities for many years and has cultivated a large number of outstanding legal talents. Thanks to years of operation, ZhongYin has developed into a leading comprehensive firm, with top influence and ranking in the industry. Zheng Wei, the Management Committee Member of ZhongYin Law Firm and Director of Beijing ZhongYin Securities and Finance Dispute Mediation Center, introduced that: When Beijing Diversified Mediation Development Promotion Association was founded, ZhongYin Law Firm joined it as a member and established Beijing ZhongYin Securities and Finance Dispute Mediation Center and ZhongYin Internet Dispute Mediation Center, to explore a diversified dispute resolution mechanism together with it. In September 2019, with the strong support from ZhongYin (Beijing), ZhongYin (Nanjing) entered into a strategic cooperation agreement on Jiangsu Free Trade Zone (Nanjing Area) with Jiangbei New District, Nanjing, International Dispute Resolution & Risk Management Institute, Nanjing Civil and Commercial Mediation and Settlement Center and other entities, to strengthen the connection and linkage among various mediation institutions, form a diversified dispute resolution system with the characteristics of the new district, and play a guiding role in the commercial cooperation, market expansion and policy formulation in the new district.
