ZhongYin is Engaged by Ministry of Finance as Legal Adviser

Recently, Attorney Xiong Wenzhao of ZhongYin Law Firm, has been invited to the Second Legal Adviser Engagement Ceremony and the Symposium on Building a Fiscal System under the Rule of Law of the Ministry of Finance of the People's Republic of China and has been engaged as a legal adviser to the Ministry of Finance for the second consecutive term. At the meeting, Minister of Finance Liu Kun personally issued a Letter of Appointment to him.
Minister of Finance Liu Kun and other leaders in Beijing, as well as heads of General Office and related departments (municipal departments, centers) of the Ministry of Finance attended the meeting. The meeting was presided over by Xu Hongcai, Vice Minister of Finance. At the meeting, the list of the second legal advisers engaged by the Minister of Finance was announced; Minister Liu Kun exclusively gave a speech on building a financial system under the rule of law. According to the Opinions on Promoting the Legal Adviser System and the Government Lawyer and Corporate Lawyer System issued by the General Office of the CPC Central Committee and the General Office of the State Council, in order to further implement the spirit of the 18th National Congress of the CPC and the Third, Fourth and Fifth Plenary Session of the 18th Central Committee of the CPC, the Ministry of Finance has extensively selected experts from various fields such as fiscal and taxation law, administrative law, civil and commercial law, and international law, actively promoted the legal adviser system, and coordinated the promotion of “Four Comprehensives”, with a view to building a government under the rule of law, and improving the ability and performance of the Ministry of Finance to administration by law and manage financial affairs according to law.

Attorney Xiong Wenzhao is currently a Professor at the Law School, the Director of the Government by Law and Local System Research Center, a Ph.D. Candidate Tutor, and the Leader of the Constitutional and Administrative Law Graduate Tutor Group of Minzu University of China, and concurrently a specially-invited expert and professor in the team led by Chen Yongxue, a senior partner of ZhongYin Law Firm. This team focuses on resolution of disputes in major and difficult civil and commercial cases and in criminal-civil overlapping and administrative cases in banking & finance, investment & financing, distressed asset, merger & acquisition, corporate affairs and other areas, making outstanding achievements.
Since 1998, Attorney Xiong Wenzhao has served as Executive Director of the China Constitutional Law Research Society, Executive Director of the China Administrative Law Research Society, Director of the China Fiscal and Taxation Law Research Society, Vice Chairman of the Administrative Law Committee of the All China Lawyers Association, Executive Director of the Beijing Constitutional Law Research Society, and so on. He has been respectively hired as part-time professors at law schools of well-known universities and colleges such as Peking University, Renmin University of China, China University of Political Science and Law, and China National School of Administration. Attorney Xiong Wenzhao has engaged in legislative research and policy consulting on constitutional law, administrative law, and nationality law for many years. He has successively participated in the researches for drafting and revising Administrative Procedure Law, State Compensation Law, Administrative Supervision Law, Administrative Reconsideration Law, Law on Legislation, Administrative License Law, Civil Servant Law, Law on Protection of Consumers’ Rights and Interests, Tourism Law, Film Industry Promotion Law, and other laws, has prepared General Theory of Administrative Law, Principles of Public Law, and Great Country and Local Region: On the Constitutional Between the Central and Local Government of China, and other books, and published more than 100 academic papers in academic journals such as Law Science, Law Review, and Law Science Magazine. His academic achievements and academic contributions are highly recognized by his peers and society.
