On April 13, 2019, the Second Session of the Third Lawyers Congress of Chaoyang District, Beijing was held as scheduled. At the Session, Management Committee Chairman and Senior Partner Lee Zheng and Senior Partner Huang Yunyan of Zhong Yin were elected as representatives of the 11th Beijing Lawyers Congress.

2019 is a year of general election for the Beijing Lawyers Association, and it will convene the 11th Lawyers Congress this year. As required by the Implementation Plan for Electing Representatives Attending the 11th Beijing Lawyers Congress from Chaoyang Lawyers, after a series of procedures including self-recommendation by Chaoyang lawyers, review by the election committee, and approval by the General Election Office of Beijing Lawyers Association, 130 candidates were selected by the Chaoyang Lawyers Association and publicized. At the Session, after voting by secret ballot, 115 representatives including Lee Zheng and Huang Yunyan were formally elected to attend the upcoming new lawyers' congress.

In addition, at the Session, the participants passed upon voting the Report on the Work of the Council of Lawyers Association of Chaoyang District, Beijing prepared by President Yang Guang, the Report on the Work of the Supervisory Committee of Lawyers Association of Chaoyang District, Beijing prepared by Chief Supervisor Yang Xiaohong, and the Report on the Budget and Final Account Work of Lawyers Association of Chaoyang District, Beijing prepared by Vice President Sun Wei, and the like.

As of 2018, there were 2,570 law firms in Beijing, accounting for 8.57% of those across the country; there were 32,205 practicing lawyers in Beijing, accounting for 7.61% of those across the country. There are 995 law firms in Chaoyang District, accounting for 38.1% of those in Beijing; there are 15,606 practicing lawyers in Chaoyang District, accounting for 50.4% of those in Beijing.
