On December 5, 2019, Tian Tao, the Chief of the Second Division of the Organization Department of the Beijing Municipal Committee, Hu Yunchi, the Deputy Chief of the Second Department of the Organization Department of the Beijing Municipal Committee, Geng Wenkang, a cadre of the Second Department of the Organization Department of the Beijing Municipal Committee, Cao Hong, the Deputy Director of the Judicial Bureau of Chaoyang, Su Yongheng, the Chief of the Second Section of the Organization Department of the Chaoyang District Committee, and Liu Suhong, the Secretary-general of the Chaoyang Lawyers Association, visited ZhongYin Law Firm to inspect the party building work. The Director and Senior Partner Yan Penghe, the Party General Branch Member, Management Committee Member and Senior Partner Wu Zetao, the Party General Branch Member and Senior Partner Deng Lihua of ZhongYin, the Director of ZhongYin (Chengdu) Hu Qingzhi, the Secretary of the Third Party Branch Cao Lingxiang, the Secretary of the Fourth Party Branch Wang Xiaosen, the Secretary of the Fifth Party Branch Qi Yanwei, and the Secretary of the Sixth Party Branch Jiang Dongxia, the Operation Director Fu Tingting, the Publicity Secretary and Administrative Manager of the General Party Branch Wei Yuna of ZhongYin (Beijing) and other people received the leaders.

At the meeting, the Division Chief Tian Tao affirmed the party building work of ZhongYin and pointed out that lawyers must firmly establish an awareness of the party, give play to their professional advantages, and thoroughly study and implement Xi Jinping’s thoughts about socialism with Chinese characteristics in the new era and the spirit of the 19th National Congress of the CPC, adhere to their ideals, beliefs, and original intentions to practice, and maintain social fairness and justice, contribute to the improvement of the country's level of rule of law, and be committed to create a society where everyone is educated, conscientious and cultured. At the same time, relevant government departments will explore new ideas about development and listen extensively to the advices from the judiciary bureau, the lawyers association and law firms, to serve the development of the lawyer profession.

Specifically, it includes the following aspects: constructing a rule of law system linking the intra-party regulations with the national laws; actively promoting the system of “one legal adviser to one village (community)” system and the government department legal consultation system; encouraging administrative agencies such as taxation service department to go to law firms to answer tax questions; facilitating lawyers' participation in social governance, and synthesizing their suggestions into research reports, etc.

Peng Yanhe presided over the meeting, gave a speech and introduced the basic situation and management model of ZhongYin. Founded in January 1993, ZhongYin is one of the earliest partnership law firms approved by the Ministry of Justice in China; it is headquartered in Beijing, now has branches in 25 cities in the mainland, and has set up China’s first law firm operated through the joint venture among the Mainland, Hong Kong and Macao law firms. ZhongYin continuously promotes the physicalizing of practice departments, improve the integration of the internal audit & quality control system, and strengthen the integration of the marketing & branding. In the future, it will also be committed to the integration of the party building work. It is future-oriented, forms synergy, concentrates the strength of the head and branch offices, and integrates the resources of the head and branch offices, to seek common development.

Wu Zetao summarized the current basic situations of the party building work of ZhongYin, including: party member information, party organization management, party building activities, results of party building work, ideas about future party building work, and work initiatives of the head and branch offices of the next phase. The Party General Branch of ZhongYin will continue to strengthen party branch construction, makes the party building in branches more scientific, and promote the integration of the party building and the practice development.
