On December 26, 2019, ZhongYin (Xi’an) Law Firm held an unveiling ceremony for “Shaanxi Veterans Legal Service Center”. Zhang Xinchun, the Full-time Deputy Secretary of Party Committee of Shaanxi Lawyer Profession and Secretary-General of Shaanxi Lawyers Association, Wang Shuguang, the Deputy Director of Shaanxi Veterans Service Center, Shen Bin, the Deputy Director of Suzhou Bureau of Veterans Affairs, and Li Zhongke, a Partner of ZhongYin (Xi’an), jointly inaugurated the service center.

In November 2012, ZhongYin (Xi’an) was established upon approval of Shaanxi Department of Justice. In March 2014, it set up a party branch upon approval of the Party Committee of Shaanxi Lawyers Association. After 7 years of unremitting efforts, it has grown from a small law firm consisting of 3 lawyers into a medium-sized law firm consisting of 37 lawyers (including 13 veteran lawyers) and 10 legal interns. It ranks first among law firms in Shaanxi in terms of both number and proportion of veteran lawyers.

After long-term accumulation and exploration, in addition to conventional practices such as criminal defense, civil & commercial litigation, non-litigation, and regular legal counseling, ZhongYin (Xi’an) has developed unique legal services concerning military matters, military-civilian mixed matters, and veterans. Relying on this advantage, it not only plays an active role in entrepreneurship by and resettlement of retired military officers choosing careers by themselves, but also has found an effective way to promote the rule of law in the army and advise veterans. Yan Penghe, the Director of ZhongYin Law Firm, after a visit to ZhongYin (Xi’an) and understanding of its specific circumstances, expressed his support to and affirmation of the establishment of “ZhongYin - Shaanxi Veterans Legal Service Center” composed of veteran lawyers. ZhongYin (Xi’an) has created a new model to allow veteran lawyers to serve veterans, which is an unprecedented attempt in Shaanxi and even the whole country.

The Deputy Director Wang Shuguang said in his speech that: serving veterans well is the main responsibility and main business of Shaanxi Veterans Affairs Department and Veterans Service Center. On November 13, 2019, Shaanxi Integrated Veterans Service Platform was officially launched. The platform was built under the leadership of Shaanxi Veterans Service Center, in “1 + 6 + X” model, by coordinating the forces of relevant departments and integrating social resources, to the purpose of which is to further provide integrated, professional, and good services to veterans. Legal service is part of the “6”. ZhongYin (Xi’an)’s initiative in setting up Shaanxi Veterans Legal Service Center, fully reflected that it serves veterans through action, efficiently, and with enthusiasm.

Xue Feng, a deputy investigator from Suzhou Bureau of Veterans Affairs, said that: the veterans service centers were established with the kind care of President Xi, and the veterans affairs are handled very well in Shaanxi. On June 19, 2017, Suzhou Military Officer Transfer Office awarded a plague of “Demonstration Base of Entrepreneurship of Suzhou Retired Military Officers Choosing Careers by Themselves” to ZhongYin (Xi’an), the establishment of “Shaanxi Veterans Legal Service Center”, and the engagement with Lawyers Tao Kejian and Gong Xinhua as think-tank experts for serving veterans in Shaanxi, further reflected that ZhongYin (Xi’an) pioneered in advising veterans.

The Deputy Secretary Zhang Xinchun first expressed his congratulations to ZhongYin (Xi’an) on behalf of Shaanxi Lawyers Association. He stated that: the purpose of establishing Shaanxi Veterans Legal Service Center under the brand of ZhongYin (Xi’an) and regularly organizing lawyers to carry out legal publicity, helping veterans address legal issues in a centralized way, and providing legal services to veterans in a targeted manner are to, with legal means, helping address legal issues encountered by veterans in their rights and interests protection, employment and entrepreneurship, and other aspects for helping, aiding and resolving difficulties, promptly and properly handling lawsuits involving veterans, and playing an active role in innovating the social governance and improving the public legal service system in Shaanxi. He hoped that ZhongYin (Xi’an) would comprehensively advance the major strategy of governing the country according to law and the major reform in national defense and army building, continue to carry forward the military's political determination and courage to fight and the lawyer’s courage to participate and aspiration to practice for people, further explore a new model for advising veterans, actively answer questions from veterans and help them to solve problems and overcome difficulties, and in particular, strengthen contact, exchange, exploration and cooperation with veteran management departments, and do a thorough, comprehensive, and good job in advising veterans, so as to make new contributions to further optimizing the public legal service system in Shaanxi and promoting the rule of law and the social governance modernization in Shaanxi.

Tao Kejian, the Secretary of Party Branch and the Director of ZhongYin (Xi’an), said that: after establishment, “Shaanxi Veterans Legal Service Center” will give full play to its role as demonstration base to influence other service centers, and provide more veterans with a platform for learning, exchange, self-employment and legal practice; answer questions from more veterans and help them to solve problems and overcome difficulties, and provide good and efficient legal services to them; it will actively explore new ways for retired military officers choosing careers by themselves to start their own businesses and new models for advising veterans, and help develop the veterans legal services in Shaanxi and Suzhou.
