Recently, the Forestry Bureau of Changfeng County, Anhui Province has entered into a legal service agreement on a PPP Project with ZhongYin (Hefei). The team led by Xu Yong and Lu Yuzhong (partners of ZhongYin (Hefei)) will advise the client on the “PPP Project of ‘511’ Greening Promotion of Beicheng District of and Greening Promotion of Downtown of Changfeng County”.

The total investment required for this PPP project is about 2.4 billion Yuan. The project is operated on a DBFOT basis, and the term of the project is 10 years. The work of Xu Yong’s team involved in the whole project for the client includes but is not limited to participating in the review of “one plan and two reports” under this PPP project, reviewing and modifying the PPP contract, supplementary contract, joint venture agreement, the charter of the project company and other legal documents in connection with government procurement, as well as participating in the review of the major financing plan of the project, assisting an implementing agency with the mid-term evaluation on the project and the late-stage hand-over process, and providing other professional legal service. Among them, the preliminary work such as government procurement has been successfully completed with the assistance of Xu Yong’s team.

Since 2016, Xu Yong has represented many non-government capital providers such as Anhui Road Network Group, Hefei Road & Bridge, and Jinpeng Holdings winning more than 10 PPP projects. Many of these projects have been listed as National PPP Demonstration Projects.
