Recently, Ge Desheng, the Director of ZhongYin (Hefei) and a Member of the Management Committee of ZhongYin (Hefei), has been rated as an “Excellent Legal Counselor to the Municipal Government”; he and Zhang Jin, a Senior Partner of ZhongYin (Hefei) and a Member of the Management Committee of ZhongYin (Hefei), were re-engaged by Hefei Municipal People’s Government as legal counsels for a term till December 28, 2019; Tao Ran, a Senior Partner of ZhongYin (Hefei) and a Member of the Management Committee of ZhongYin (Hefei), was engaged by Anhui Provincial State-owned Assets Supervision and Administration Commission as long-term legal counsel for a term till October 2019.

In 2015, Ge Desheng and Zhang Jin were engaged by Hefei Municipal People’s Government as legal counsels for the first time. During the two-year engagement, the two lawyers, in strict accordance with the requirements of the Working Rules for Legal Counsels to the Hefei Municipal People’s Government (He Zheng Ban (2013) No. 45), proactively fulfilled their duties as legal counsels for the municipal government, their representations are including “issuing legal opinions or conducting exclusive legal argumentation on the legality of and the possible legal risks involved in the administrative actions of the municipal government”, “participating in major investment attraction, major investment, procurement, and state-owned asset disposal negotiation, and other activities of the municipal government”, “participating in consultation and argumentation on the drafts of important local regulations, rules, and municipal government regulatory documents of the city”, "providing legal advices and participating in petition reception work with the municipal leaders as needed ", all of which escorted the government’s law-based administration, facilitated the overall advancement of the rule of law, and gained the recognition and trust of the Hefei Municipal People's Government.

Recently, after strict screening and evaluation, both Ge Desheng and Zhang Jin have been successfully re-engaged by the Hefei Municipal People’s Government as legal counsels. On December 18, 2017, the new Working Rules for Legal Counsels to the Hefei Municipal People’s Government (He Zheng Ban (2017) No. 84) was enacted and came into force. The two lawyers will continue, in accordance with the work rules, to perform their duties with due diligence and efficiency, to act as good legal think tanks in connection with the law-based administration of the Hefei Municipal People’s Government and relevant government departments

As a member of the Legal Counsel Committee of the Anhui Provincial Bar Association, Tao Ran has advised a number of governments and government departments including the People’s Government of Feidong County and the People’s Government of Feixi County, has extensive experience in serving as legal counsel to a government body, and is highly praised by the client.
