After being selected by the People's Government of Sichuan Province into the Talent Pool (Legal Expert) of Sichuan, Guo Longwei, a senior partner of ZhongYin (Chengdu) Law Firm, upon competitive election, is also selected into the Talent Pool (Legal Expert) of Chengdu High-tech Zone, for a term of two years.

According to the provisions of the Administrative Measures for Building the Talent Pool (Legal Expert) of Chengdu High-tech Zone (Provisional), the legal experts selected into the talent pool not only need to “have rich experience in practical work and a profound understanding of professional theory” and “have a certain reputation and influence in their respective field of work”, but also need to meet the basic conditions of “possessing minimum five years’ experience in practicing and having handled legal matters of great significance”. In addition, the selection process is quite strict: after satisfaction of the basic conditions for entering the talent pool, the candidates are subject to the comments and suggestions proposed by the Political and Legal Affairs Committee of Chengdu High-tech Zone; only if no objection is raised within 7 days of a public announcement, the shortlist may be reported to the Party Working Committee and the Management Committee of Chengdu High-tech Zone for approval; upon approval, the final list may be announced to the public. It can be seen that the selection of Guo Longwei into this talent pool not only reflects the important role of experts and scholars in the rule of law construction in Chengdu High-tech Zone, but also manifests the full affirmation and trust by the Management Committee of Chengdu High-tech Zone of and in the theoretical knowledge, working ability and practical experience of Guo Longwei.
