ZhongYin Represents Several Clients on India’s Anti-dumping Investigation against China’s Photovoltaic Cells and Wins the Most Favorable Decision of No Duty

On November 9, 2022, the Ministry of Commerce and Industry of India announced the decision to terminate the anti-dumping investigation against and impose no anti-dumping duty on China’s photovoltaic cells and their modules. The trade remedy team led by Jia Zheng, Director of International Practice Department and Senior Partner of ZhongYin Law Firm, represented Chint New Energy Technology (Haining) Co., Ltd., Jinneng Clean Energy Technology Ltd., and CECEP Solar Energy Technology (Zhenjiang) Co., Ltd to participate in the investigation. On May 15, 2021, the Ministry of Commerce and Industry of India announced that it initiated an anti-dumping investigation against China’s photovoltaic cells and their modules. In this case, the anti-dumping investigation authority of India refused to grant any grace period for the Chinese respondents to submit their responses, causing the response time to be very tight. By leveraging its extensive experience in handling India’s anti-dumping cases, ZhongYin team worked efficiently with the clients and submitted the responses before the deadline June 24, 2021. This case involved more than 30 exporters, but only 7 of them, including all three enterprises represented by ZhongYin team, submitted their responses on time. In the subsequent investigation, ZhongYin team assisted the clients in successfully responding to the supplementary questionnaire and written review of the anti-dumping investigation authority of India, and finally obtained the most favorable decision of terminating the anti-dumping investigation and imposing no duty.
