In order to implement the action system of special representative through investor protection organization established in Paragraph 3 of Article 95 of the new Securities Law and The Supreme People's Court on Several Issues concerning Representative Action on Securities Disputes, China Securities Investor Services Center ("Investor Services Center") issued the Service Rules on Special Representative Action through China Securities Investor Services Center (Trial) on July 31, 2020, stating that the Investor Services Center would set up a major case assessment expert committee and a public-interest lawyer team so that the Investor Services Center could better participate in special representative actions to protect investors' interests, and that the public-interest lawyers entrusted by the Investor Services Center would act as agents in concerning securities disputes. After a rigorous qualification review, Wu Zetao, management committee member and senior partner of ZhongYin Law Firm, was successfully selected as a public-interest lawyer of the Investor Services Center.

The Investor Services Center is a securities and financial public-interest organization established in December 2014 and is directly administered by the China Securities Regulatory Commission.
